pacResearch Associates Foundation (RAF) was founded as a 501(c)3 organization in 1982, by a group of Baltimore activists who bought and renovated a vacant library building that would be a hub of progressive activism in the Baltimore area. The Progressive Action Center (PAC) opened its doors in October 1982. A wide variety of groups utilized the PAC over the years including the Alternative Press Center, several Latin American solidarity groups, Baltimore Indymedia, the Democratic Socialists of America, Red Emma’s, the Baltimore Rainbow Coalition, and the Industrial Workers of the World.  The PAC was also an early meeting site for action planning sessions of the United Workers Association

In 2010, after more than 25 years of service and with a decrease in active building use, the RAF board decided to sell the PAC and use the proceeds to support local activist groups through small grants. RAF supports positive social change and seeks a society with a more equitable distribution of wealth and power. Our intent is to support activism, research and education that promote community action in order to achieve these goals.
